Job Summary

Fadac Resources is recruiting a Head of QHSE & Compliance to provide leadership across health, safety, environment, and compliance functions, ensuring operational safety, regulatory adherence, and effective implementation of integrated management systems across downstream oil and gas operations.

Key Responsibilities

  • Lead health, safety, and environmental programs across retail stations and construction/renovation sites
  • Develop and manage process safety and major hazard prevention programs
  • Oversee inspection and testing of critical safety systems and equipment
  • Ensure product quality control across refinery, terminal, and distribution operations
  • Enforce operational safety procedures for high-risk activities including hot work and confined space entry
  • Implement contractor safety and permit-to-work systems
  • Manage retail station safety including equipment inspection, leak detection, and emergency systems
  • Oversee environmental management, spill prevention, emissions monitoring, and waste disposal
  • Lead emergency response planning, drills, and incident command during crises
  • Conduct QHSE training and promote safety culture across all operational levels
  • Lead incident investigations and root cause analysis for major events
  • Maintain compliance with regulatory permits and licenses across all sites
  • Conduct audits and ensure corrective actions are implemented
  • Prepare monthly QHSE performance and compliance reports for leadership

Required Qualifications

  • Bachelor’s degree in Engineering (Mechanical, Chemical, Petroleum, Industrial), Environmental Science, Occupational Health & Safety, or related field
  • 8–10 years experience in QHSE within downstream oil and gas operations
  • Strong knowledge of refinery, terminal, depot, and retail safety systems
  • Proven leadership experience managing QHSE teams across multiple sites
  • Strong understanding of process safety, environmental compliance, and occupational health
  • Experience with incident reporting systems and audit frameworks
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
  • NMDPRA certification is required
  • Strong risk assessment, investigation, and emergency response skills
  • Excellent communication and stakeholder management abilities
  • Strong data analysis and reporting skills
