Global Rights is seeking a consultant to conduct a comprehensive mapping exercise to evaluate and rank the responsiveness of Nigeria’s 36 states and FCT regarding CSO regulatory environments. The project aims to update the existing state ranking dashboard and provide actionable recommendations to strengthen civic space and improve legal frameworks for CSOs.
* Review and update the existing protocol for assessing the operational environment of CSOs, incorporating new indicators and validating with stakeholders.
* Conduct state-level mapping of CSO regulatory frameworks across Nigeria, analyzing legal frameworks, government support, and levels of harassment or restrictions.
* Produce a publishable report detailing state rankings, findings, and recommendations for improving the regulatory environment.
* Provide strategies for enhancing legal and regulatory frameworks to enable CSO operations.
* Offer guidance on data collection for periodic updates to the state ranking dashboard.
* Ensure confidentiality and adhere to ethical research practices.
* Minimum of 5 years’ experience in mapping exercises, baseline assessments, or similar research.
* Strong knowledge of Nigeria’s CSO regulatory environment.
* Excellent analytical, report-writing, and stakeholder engagement skills.
* Ability to deliver within an 8-week consultancy period.
