Job Summary

The Chief of Operations & Programs will provide strategic and operational leadership, supporting the CEO and overseeing internal operations, business development, proposal quality, and external partnerships. The role ensures organizational efficiency, delivery excellence, and compliance with donor and client standards.



Key Responsibilities


* Manage day-to-day internal operations, ensuring efficiency, accountability, and alignment with organizational goals

* Develop and improve operational systems, workflows, and internal controls

* Supervise staff performance, workload allocation, and project timelines

* Coordinate cross-functional teams to ensure smooth execution of consulting projects

* Support HR functions, including staff development and performance management

* Lead business development activities, including market analysis, opportunity identification, and partner engagement

* Build and maintain strategic relationships with donors, NGOs, government agencies, and private-sector clients

* Represent the organization in meetings, negotiations, and partnership discussions

* Oversee proposal, Expression of Interest (EOI), and bid development, ensuring compliance, technical quality, and competitiveness

* Coordinate internal teams and external consultants during proposal development

* Liaise with external consultants and partners to support project delivery and ensure timely, high-quality deliverables

* Act as CEO’s representative when required and provide strategic advice and operational insights

* Support governance, compliance, risk management, and internal planning and reporting


**Key Performance Indicators (KPIs):**


* Timely and compliant submission of proposals and EOIs

* Win rate and quality of business development opportunities

* Operational efficiency and adherence to timelines

* Staff performance and coordination effectiveness

* Strength and sustainability of external partnerships









Required Qualifications

*Education:*


* Bachelor’s degree in Business Administration, Management, Economics, Development Studies, International Relations, or related field

* Postgraduate degree (MBA, MSc, MA) is mandatory


*Experience:*


* 7–10 years progressive experience in development consulting, donor-funded projects, or professional services

* Proven experience in operations management, business development, and proposal leadership

* Track record of managing teams and meeting tight deadlines

* Experience with donor-funded programmes (e.g., World Bank, DFID/FCDO, USAID, UN agencies, AfDB, EU, foundations) is highly desirable

Skills & Competencies

* Strong leadership and people management skills

* Excellent proposal writing, review, and quality assurance capability

* Deep understanding of donor compliance and consulting standards

* Strong organizational, planning, and deadline management skills

* Excellent communication, negotiation, and stakeholder management

* High level of professionalism, discretion, and accountability

* Ability to work independently and make decisions in the CEO’s absence
