Job Summary

FHI 360 is recruiting an M&E Director for the Outcomes Fund for Out of School Children in Lagos State. The role involves leading the monitoring, evaluation, and learning systems for a large-scale education programme aimed at improving access to quality education and enhancing learning outcomes for out-of-school and vulnerable learners. The position requires strong technical leadership, experience with outcomes-based financing, and deep familiarity with large education programmes.









Key Responsibilities

Lead the development and continuous refinement of the programme’s MEL strategy in line with the theory of change and results framework.


Work closely with a third-party evaluator to shape evaluation protocols, including pre-post testing and benchmarking models.


Oversee monitoring systems for tracking placement, retention, and learning outcomes for both out-of-school and in-school learners.


Implement digital data systems and dashboards that support real-time decision-making and adaptive programme delivery.


Guide regular MEL reviews with project teams and implementing partners to encourage continuous improvement.


Manage collaboration with an independent evaluator and ensure timely verification of results.


Conduct data audits, spot checks, and triangulation exercises to maintain data validity and reliability.


Facilitate learning sessions using MEL findings to guide adjustments in programme design and implementation.


Promote data-driven management and transparent performance reporting across stakeholders.


Prepare MEL reports and contribute to quarterly and annual donor submissions.


Ensure that MEL data is accessible and useful for programme staff, government partners, and other stakeholders.


Strengthen MEL capacity across project teams, partners, and government institutions.


Align MEL processes with national education management information systems and assessment frameworks to support long-term system strengthening.

Required Qualifications

Master’s degree or higher in education, evaluation, statistics, economics, international development, or a related field.


At least 12 years of progressive experience in monitoring, evaluation, and learning for large-scale education programmes, preferably in Nigeria or West Africa.


Background in outcomes-based financing, payment-by-results, or performance-based programmes.


Strong skills in quantitative and qualitative evaluation methods, including the use of tools such as EGRA, EGMA, and NALA.


Experience designing and managing digital data systems and dashboards for real-time tracking.


Demonstrated ability to work with third-party evaluators and lead verification processes.


Familiarity with Nigerian education data systems, EMIS, and national learning assessment frameworks.


Excellent communication and stakeholder engagement abilities.


Proven capacity to train and support teams and partners on MEL processes.


Strong English communication skills.
